Considering the fact that 8-12% is typical market returns, you are going to be hard pressed to find a low risk fund that provides this return, even a medium risk fund.
8-12% is something you would likely see out of an S&P 500 fund over the long-term, but short-term volatility could have it returning much more or much less than this. And by short-term, I mean anywhere in the next 5-7 years. The markets have a way of normalizing over the long-term but over durations shorter than this, they can provide wildly volatile returns.
If you're looking for global diversity, you could have a look at the all in one funds like XEQT or VEQT. However, these are far from low to medium risk over a short duration of time. If your time horizon is long, a decade or longer, it is more likely you'd be able to achieve that 8-12% benchmark you seek.
