Well first off, currency plays a part here. Preference could be which currency you'd like to trade in first.

Secondly, they would compliment each other in a way but would also have a bit of overlap. XEF is a broad fund whereas DOL is more income focused. You could make the case to own both, but XEF will own the vast majority of what DOL does, but DOL will not own a lot of what XEF does, if that makes any sense.

I personally would tend to lean more towards the broader focused ETF over the concentrated one, especially when we're looking at international equities. Although there is no guarantee for future returns, XEF has dominated DOL in terms of overall results over the last decade. DOL also charges more than double the management fee to essentially underperform.
