It states “One thing to note however is that if the country you reside in does not currently have a tax treaty with Canada (for example, the United States) you may be subject to withholding taxes on that money\”. The US and Canada do have a tax treaty.

Hey Bill,

Can you link to the article in question? Of note the US/Canada does have a tax treaty for retirement accounts. So you won't be subject to taxes on dividends for US companies in your RRSP but would in your TFSA and non-registered.
