Fixed Income Options

I would like put some money in fixed income that is safe and could yield around 5%.
Also, I would like to have liquidity flexibility.
Please let me know what potential options I would have.

I think right now if you're looking for the best combination of liquidity, safety, and yield, Horizon's funds like CBIL and UBIL.U, which just hold short-term treasuries, are something to look into.
It's fairly rare for an investment to provide all 3 of these elements (yield, safety, liquidity). Typically, you have to sacrifice one to get the other. For example, GICs are high yielding, but have no liquidity. Corporate bonds are safe and provide high yields, but if you choose to utilize the liquidity of the bond instead of holding to maturity, you've removed the safety element from it and exposed yourself to short term prices.

Funds like CBIL,UBIL.U, and even BMO's money market fund ZMMK are at this time providing all 3.

However, if you're looking to invest in fixed income to potentially take advantage of rates being capped and bond prices rising when rates fall, then there really won't be a fund that provides all 3. Your best case in that situation would be to look to some sort of bond fund. Which, will have liquidity and yield, but not necessarily safety.
